Baiyun district in Guiyang, the capital city of Southwest China's Guizhou province, will optimize the allocation of resources, such as land, population, transportation, technology and capital, to nurture more industries and speed up urbanization, according to an official document.

The document, which aims to build the district into an industry-oriented new town and realize high-quality growth, was released on Aug 14.

According to the document, the district will transform its old industrial clusters into core urban areas, as well as develop manufacturing of medium- and high-end consumer goods and intensive aluminum processing. Other areas of focus will include new materials, food and beverage development, healthcare and medicine, big data, and 5G supporting facilities, among others.

It will also cultivate emerging industries such as information services and producer services, invite more investors and build a demonstration area for the integrated development of commerce and the district.

Baiyun will improve its natural environment through comprehensive water ecology treatment and upgrade its rainwater and sewage pipe network in old communities.

An ecological and cultural corridor will be built along the Maijia River to improve the district's livability and create a suitable working environment.

Relying on the opportunities brought by the Guiyang Free Trade Zone, Guiyang High-tech Industrial Development Zone and Dulaying International Land-Sea Corridor Logistics Port, Baiyun district is integrating its development into the construction of the New Land-Sea Corridor in West China and seeking high-level opening-up.

It will also develop export-oriented industries, such as cross border e-commerce, business services and bonded logistics, and further optimize its business environment.

The district will modernize its urban governance by improving the information technology infrastructure, such as 5G base stations. It will also offer public services to satisfy people's fundamental needs.

Meanwhile, more world-class educational, medical and cultural resources will be brought in to benefit residents.
