Baiyun streamlines service procedures to attract companies, projects

In Guiyang, the capital city of Southwest China's Guizhou province, Baiyun district signed a total of 44 industrial projects in 2020, and all of them have either started construction or been completed. Among those, 65.9 percent have gone into production.

According to local authorities, in 2020, 10.36 billion yuan ($1.60 billion) of investment was in place.

Over the past 12 months, the district accelerated the development of the modern logistics, commerce and cold chain industries, expecting an import and export value of $109 million, a year-on-year increase of 10 percent. The actual utilization of foreign capital totaled $154 million, a year-on-year increase of 13 percent.

The district has deepened reform and optimized the business environment to attract more companies. It streamlined the number of approval items for engineering construction projects from 117 to 80 and shortened the approval time from 355 days to within 79 days.

The rate of government affairs service items that can be completed online reached 76.43 percent, and 812 matters can be handled online, accounting for 93.12 percent of the total.

Baiyun district also put the new certificate handling hall of the government affairs service center into use, setting up 22 windows that can handle affairs throughout the province at one time. Currently, a total of 2,785 service items can be conducted there, up from 285 previously.

By the end of December last year, the district had allocated 218.95 million yuan to support enterprises. It had also offered 126.75 million yuan to implement preferential policies for attracting enterprises and investment.
