Baiyun district takes steps to recruit talents

A conference on preferential policies for talents was held in Baiyun district of Guiyang, the capital city of Southwest China's Guizhou province, on April 22, with 10 specific preferential policies announced.

In recent years, Baiyun district has attached great importance to talent attraction and regarded talents as the strongest driver of innovation and development.

During the 13th Five-Year Plan period (2016-20), the total number of talents in the district increased from 59,000 in 2015 to 102,000 in 2020, with an average annual growth rate of 11.6 percent. The number of high-level talents reached 18,000, and multiple policies were released to support the development of talents.

The district promoted upgrading, innovation and development in its industries to attract talents. These measures targeted sectors such as mid-to-high-end consumer goods manufacturing, aluminum deep processing, new materials, beverages and food, health and medicine, automobiles, 5G and big data.

During the 13th Five-Year Plan period, the regional GDP of Baiyun district hit 20 billion yuan ($3.08 billion), with an average annual growth rate of 9.2 percent. The amount of funds in place for newly introduced projects has increased by 14 percent annually. Also, the proportion of emerging industries in the industrial economy increased from 39.5 percent in 2015 to 60 percent.

In addition, Baiyun district also took measures to improve infrastructure facilities and the living environment, provide better medical care and education services and optimize the business environment. The aim was to offer better services for talents and attract more professionals.
