Baiyun district in Guiyang -- the capital city of Southwest China's Guizhou province -- is understood to be pushing its development of new industry hard, aiming to add more than 100 manufacturers above a designated size during the 14th Five-Year Plan period (2021-25), according to local media reports.
The term manufacturers above a designated size refers to those with annual sales of 20 million yuan ($3.13 million) or more.
Plans are for the district to attract leading companies, with two listed companies to settle there during the 14th Five-Year Plan period. The aim is to introduce a number of key enterprises and leading companies in emerging industries, to boost the district's competitiveness.
Another initiative involves establishing a back-up resource database for listed companies, focusing on key companies, leading companies and high-tech companies.
Every year, the district will select more than five companies with strong abilities in innovation, high market shares and outstanding support capabilities, to provide assistance and help them develop into technology majors.
In addition, the district will help guide small and medium-sized enterprises to establish close links with large-scale businesses through specialized production, so as to optimize production technology, improve product quality and management levels.
During the five-year period, the district plans to assist in the development of more than 15 specialized and innovative small and medium-sized enterprises.
On top of that, Baiyun district will establish a development reference library for manufacturers above a designated size and give them more policy and financial support. During the 14th Five-Year Plan period, the district plans to help expand over 15 manufacturers above a designated size every year on average.
