In the first half of this year, Baiyun district in Guiyang, capital of Southwest China's Guizhou province, saw the emergence of 3,456 new market entities due to the district's efforts to cultivate them and improve its business environment.

The total number of market entities in Baiyun now sits at 38,317 after a year-on-year increase of 9.5 percent, according to the Baiyun administration for market regulation.

Since the beginning of this year, Baiyun district has fully implemented the negative list for market entities, accelerated the process of electronic business registration and one-stop services, and further shortened the time needed to establish a business to within 24 hours.

The procedures for the deregistration of enterprises have also been further simplified, and the publicity time for the deregistration of enterprises has been shortened from 45 days to 20 days.

To ensure the effectiveness of tax and fee reductions, the district has strictly carried out regulation and management of enterprise-related charges, involving intermediaries, water, electricity, gas, and more.

Baiyun has also adopted a prudent and inclusive regulation method, focusing on stabilizing market players and reducing or exempting minor illegal acts investigated and punished in market regulation in accordance with the law.

Since last year, a total of 375 cases have been investigated and dealt with. Among them, 161 have been given lighter punishments, 44 cases have been mitigated, and 26 cases have been issued with a decision not to punish.

Moreover, the district has heavily cracked down on illegal acts that infringe on the rights and interests of enterprises and damage the fair competition environment and order.
